Rachel Cartmill Vindman is the wife of Alexander Vindman a United States Army lieutenant colonel who serves as the Director for European Affairs for the United States National Security Council (NSC). Vindman came to national attention in October 2019 when he testified before the United States Congress regarding the Trump–Ukraine scandal.

Rachel Cartmill was born to parents, Janet Faline Cartmill and Mike Cartmill -both deceased. She has two brothers, J.J and Pat Cartmill. Who is Alexander Vindman?
Vindman received a Purple Heart medal for wounds he received from an IED attack in the Iraq War in 2004 after being commissioned in 1999 as an infantry officer. He became a foreign area officer specializing in Eurasia in 2008 and assumed his current position as Director for European Affairs with the NSC in 2018.
He was born on June 6th, 1975 and has an identical twin brother Yevgeny both born to a Jewish family in the Ukrainian Soviet Socialist Republic, Soviet Union. After the death of their mother, the three-year-old twins and their older brother Leonid were brought to New York in December 1979 by their father, Semyon (Simon). They grew up in Brooklyn’s “Little Odessa” neighborhood. Vindman speaks fluent Russian and Ukrainian.
Back in September 2019 and Vindman’s husband, Alexander, detailed to the National Security Council. Late one Thursday night, he casually mentioned a report about a whistleblower who revealed President Trump had shaken down Ukraine’s president for dirt on Joe Biden during a White House phone call — and that Alexander was on the call.

In Oct 2020, Rachel is speaking for the first time about her family’s ordeal, as she and her husband appear in a new television ad urging people to vote against Trump. The ad is a joint production of the anti-Trump Republican group, the Lincoln Project, and the progressive veterans group, Vote Vets. “The most powerful man in the world came after our family, what happened to us can happen to anyone,” she says in the ad, scheduled to hit the airwaves Friday.
She expects abuse to come after the ad airs but says she’s at peace with that. “I just refuse to be bullied,” she says. “I don’t look as young as I used to or as skinny as I used to and know putting my face out there and everything, people will make those comments.”
