Cynthia Alcantara Barker was a Filipino politician who served as mayor of Hertsmere, England until her death on Monday, September 14th, 2020. Born in Laguna, Philippines, Cynthia studied Industrial Engineering at Adamson University.

Barker was born and raised in San Pablo City, Laguna, and moved to the UK with her family to join their mother, an overseas Filipino worker (OFW). She has 4 siblings.
“[My mother] made the same sacrifice that most OFWs make, sent all her money home while she worked long hours to ensure that the family was well-fed and educated,” Barker had said in an interview with the Filipino Expat.
Cynthia Barker Career
She served as a town councillor for Elstree and Borehamwood and borough councillor for Potters Bar from May 2015 to May 2019. She was re-elected to Hertsmere to represent the Borehamwood Kenilworth ward in May 2019.
Her role at the town council included working with the community to improve the wellbeing of the resident’s lives. As vice-chair of the Entertainments Committee, she played an active role in choosing events and entertainments for the local residents. She was one of the two town council representatives for the Youth Council.
For Hertsmere, Cynthia has served on a variety of committees including Operations Review, Audit and Member Training and Development Group, which she chaired for three years. In the new municipal year 2019/20, she joined the Asset Management Panel, Personnel Appeals, Policy Review and Local Joint Committee.
Cynthia was a trustee for Elstree and Borehamwood Museum, trustee for the Sixty Plus Club, school governor for St Nicholas Church of England School, committee member of Elstree and Borehamwood NSPCC branch and a member of Rotary Club of Elstree and Borehamwood, all as voluntary roles.

Filipina-British Mayor Cynthia Alcantara Barker of Hertsmere, Hertfordshire county in England died due to a “serious illness” on Monday, September 14. Her family announced Barker’s death in a statement shared by her brother, Gene Alcantara, on Facebook.
“It is with extreme sadness that we announce the passing of The Worshipful Hertsmere Mayor Councilor Cynthia Barker following a bout of serious illness,” the family said.
“We will be issuing further information in due course, but may we ask please to respect the family’s privacy at this very difficult time,” the family added.
Deeply shocked and saddened by the tragic passing of Mayor Cllr #CynthiaBarker, she was not only a truly inspirational community leader but also also an ambassador for women and young people.
