Eugenio Perez Biography

Eugenio Perez is a former lieutenant at Brooklyn’s federal jail who was sentenced to 25 years in prison on July 31, 2019 for sexually abusing inmates. He was convicted last year on charges that he forced several women to perform oral sex on him while they were in custody at Brooklyn’s Metropolitan Detention Center.

In May 2017 Perez together with two other federal correctional officers Carlos Martinez and Armando Moronta was charged with sexually abusing female inmates at the Metropolitan Detention Center in Brooklyn.

Perez allegedly used his position as a Lieutenant at the MDC to engage in sexual acts and contact with five different female inmates detained at the MDC and under the defendant’s supervisory and disciplinary authority. In many cases, Perez’s conduct involved the use of physical force, intimidation and threats of retaliation against his victims.

Perez lured the victims into isolated situations by arranging for them to clean the Lieutenants’ office area at night, and then requiring them to perform oral sex on him, in many cases using force, intimidation and fear of adverse consequences to ensure the victims’ compliance.

In May 2018 Perez was convicted on charges that he forced several women to perform oral sex on him while they were in custody at Brooklyn’s Metropolitan Detention Center.

Nadia Shihata, Assistant U.S. Attorney, said; “Jail is a horrible place, and this defendant made it all the more horrible for his victims in this case. This was not a momentary lapse in judgment. This was not a one-time thing.”

The prosecutors said the attacks took place between January 2013 and Sept. 2016 in Perez’s office where he was able to monitor security cameras to avoid being caught.

The victims, according to the prosecutors statement, said that Perez “lured them into isolated locations, used physical force and intimidation to compel the victims to engage in sexual acts with him, including oral sex, and used his authority over them to ensure that they did not report the abuse.”

Perez was convicted on 23 counts, including aggravated sexual abuse and sexual abuse of a ward. Judge Kiyo Matsumoto said Perez’ crimes were “probably the most serious short of murder.” The judge said she added weight to his sentence because he was committing crimes “under the color of law” and sexually assaulting “wards,” who in two cases, were subject to deportation and therefore more vulnerable.

Perez asked for mercy; “I ask for mercy not just for me but for my family. The sentence you impose on me is also the sentence you impose on my family.”

Perez said h plans to appeal.

Four of Perez’s victims described his genitals which he nicknamed ‘horse’. One of the victims said; “He wasn’t circumcised. It was big, and it was like a hook…It was humongous and it curved.” Another victim described the penis as having a “really strong smell” that made her want to throw up.
