Francine Graham was named as one of the two suspected gunmen authorities say shot and killed a veteran police detective and later murdered three civilians inside a kosher bodega in Jersey City, sparking a lengthy standoff that shut down the city’s schools and led to multiple wounded officers on Tuesday, December 10th, 2019.

A former neighbor told NBC New York that Francine Graham previously lived in a Manhattan and was a former home health aide. The neighbor said Graham turned into a “dark person” after she was “coerced into a militant religion.”
The neighbor further claimed that Graham was coerced into a militant religion he could not identify; chanting and reading of the New Testament, translated into ‘evil,’ could be heard from her home,” according to NBC New York. The shootout led to the death of Jersey City veteran detective Joseph Seals and another civilian named Michael Rumberger.
Jersey City Shooting
On Tuesday, December 10th, 2019, at around 12:30 pm, a police officer approached two men at the Bayview Cemetery in regards to an investigation that he was conducting. The detective is reported to have approached the suspects to confiscate guns in a van that was related to murder the previous weekend in nearby Bayonne. The police officer was shot and killed.
However, James Shea, the Jersey City Public Safety Director, indicated on December 11 that the shooting began at the market.
The suspects then fled and drove about one mile to a grocery store, where they fatally shot three civilians and exchanged gunfire with the police for over an hour until they were shot and killed.
The perpetrators stole a U-Haul vehicle following the first shooting. The vehicle is under investigation and police said it had been moved away as it could contain an incendiary device. Later on, the police found a live pipe bomb inside the vehicle.
Multiple law enforcement agencies responded to the scene. They included the Jersey City Police Department, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Federal Bureau of Investigation, the Port Authority of New York and New Jersey Police Department and the New York City Police Department.
Victims of the Jersey City Shooting
The police detective killed in the cemetery was a 39-year-old male. Two officers, one male, and one female were wounded in the shootout, one in the head and one in the body, and were released from the hospital the same day.
Three civilians were killed, including a 33-year-old female and a 24-year-old male customer.
Francine Graham Killed in Shooting
On December 11th, NBC News reported that the shooters were identified as David Anderson and Francine Graham. The two were killed by police during the siege. It was declared that the shooting was a targeted attack and that Anderson was connected to the Black Hebrew Israelite movement, which has been designated as an anti-Semitic hate group. There were postings that connected to Anderson’s social page with anti-police and anti-Jewish writings.
President Donald Trump was briefed about the incident at the White House. He gave his condolences to the victims and their families via a tweet.
Governor of New Jersey Phil Murphy expressed his condolences, his thoughts and prayers for police, residents, and school children, and praise for the slain detective in a series of tweets.
Cory Booker, junior United States Senator from New Jersey and Mayor Fulop also expressed their condolences.
The motive of the Jersey City Shooting
Mayor of Jersey City Steven Fulop, referring to the market, tweeted that the shooters “targeted the location they attacked”. A short manifesto that was found in the U-Haul did not show the reasoning behind the attack.
