James Patrick “Jimmy” O’Neill Jr. is an American police officer who was the Police Commissioner of New York City from September 2016 until November 4th, 2019.O’Neill resigned from his Commissioner post and was replaced by former Chief of Detectives Dermot Shea. Prior to his appointment as Police Commissioner, O’Neill served as NYPD’s Chief of Department, the highest uniformed position in the department, in 2014–2016.

James O’Neill was born to an Irish American family his parents being Helen and Joseph O’Neill. He is the fourth born in a family of seven children

Inside his O’Neill’s office, the walls and shelves are decorated in reminders of family, including pictures of his sons, Danny and Christopher, and art painted by his 86-year-old mother, Helen. His mother was by his side with a bouquet of flowers the day her son was sworn in as commissioner, but O’Neill said she was not always supportive of his career choice.

“She’ll deny this, but for a fact, she didn’t speak to me for almost a year,” he said. “She was that furious with me.” Nonetheless, he said his mother’s influence is undeniable. “She told us all growing up, ‘It’s not about you. It’s about helping other people,'” O’Neill said.

He was raised in the East Flatbush neighborhood of Brooklyn. He holds a Bachelor of Arts degree in Government and a Master of Public Administration degree from John Jay College in New York City.

James O’Neill Career

O’Neill joined the New York City Transit Police in 1983 and began his career as a patrolman in Transit District 1. In September 1987, he was promoted to Sergeant and to Lieutenant in April 1991. In 1995, the transit police were merged into the NYPD. In 1997 he was promoted to Captain. Additional promotions were to Deputy Inspector in December 2001, to Inspector in August 2003, and to Deputy Chief in October 2005. On June 2nd, 2014, O’Neill was promoted to Chief of Patrol. Several months later, in November 2014, he was promoted to Chief of Department. In September 2016 he became police commissioner.

Under O’Neill’s watch, murders in the city hit an all-time low for the first half of 2019 — though hate crimes and shootings have spiked.

James O’Neill Resigns from his Post as Police Commissioner

On November 4th, 2019, O’Neill resigned his post as Police Commissioner and was replaced by former Chief of Detectives Dermot Shea.

O’Neill will make the announcement official in an afternoon press briefing, confirming the long-swirling rumors of his resignation.

“On behalf of all New Yorkers, I want to express deep gratitude to Jimmy O’Neill for dedicating his entire career to keeping our city safe. Jimmy transformed the relationship between New Yorkers and police, and helped to make the Department the most sophisticated and advanced in the country,” Mayor Bill de Blasio said in a statement.
