Timothy Morrison Biography
Timothy Morrison (Timothy Aaron Morrison) is an American political advisor and former top U.S. presidential adviser on Russia and Europe on the White House National Security Council. He previously served as senior director for countering weapons of mass destruction on the US National Security Council.
On Tuesday, November 19th, Morrison will testify publicly about how he came to understand Trump officials offered Ukraine a quid pro quo to get military aid.

Timothy Morrison Testimony
Tim Morrison is one of the witnesses in the impeachment probe. He will be the first currently serving White House official to testify. He’s also the first official believed to be on a July 25 phone call between President Donald Trump and Ukrainian President Volodymyr Zelensky during which Trump pressed his counterpart to investigate former vice president Joe Biden.
Morrison was also identified by Trump’s ambassador to Ukraine, William Taylor, as a witness to Trump’s effort to withhold military aid from Ukraine in order to bend Zelensky to his will.
On Sept. 1 Taylor testified that Morrison told him about a conversation he witnessed between Trump’s E.U. ambassador Gordon Sondland and a senior Ukrainian government official. He revealed that Morrison told him, Sondland informed the official that hundreds of millions of dollars in U.S. military aid to Ukraine were dependent on the opening of political investigations.
Taylor also said Morrison spoke to him on Sept. 7 about another conversation with Sondland. In that conversation, per Taylor’s recounting, Sondland revealed he had spoken directly with Trump about Ukraine and that Trump insisted that Zelensky should publicly declare the political investigations himself, rather than leaving it to subordinates.
On Nov. 16, congressional investigator released transcripts from the closed-door depositions with Timothy Morrison. According to the transcripts, he told congressional members and staff he asked National Security Council lawyers to review Trump’s July 25 call because he thought it “would be damaging” if it “leaked.”
“I was concerned about whether or not they would agree that it would be damaging for the reasons I outlined in my statement if the call package…leaked.”
He also revealed that U.S. Ambassador to the European Union Gordon Sondland told Andriy Yermak, a top Ukrainian presidential adviser, on Sept. 1 that they could “move the aid” if the Ukrainian prosecutor general “went to the mike” and announced an investigation into Burisma.
“He told me that in his—that what he communicated was that he believed the— what could help them move the aid was if the prosecutor general would to go the mike and announce that he was opening the Burisma investigation.”
After the conversation, Morrison contacted the National Security Council lawyers, National Security Advisor John Bolton, and Ambassador William Taylor, the top U.S. diplomat in Ukraine, about his concerns.
Morrison said Bolton told him; “His reaction was: Stay out of it, brief the lawyers.” Morrison added that he agreed with Bolton since his instincts were to “stay out of this parallel track” of policymaking.
Morrison said he was “not comfortable with any idea that President Zelensky should allow himself to be involved in our politics.”
